employ a whole-time wireless

operator. I am however authorised

to state that,so far as His Lord-

ship is aware, the Hong Kong

Government have no intention of

offering similar rights to

other private enterprises, and

will be prepared to consider the

matter further with your Company

in due course. On the other

hand, if your Company is given

such a right, His Lordship is

disposed to think that there

should be imposed upon you the

obligation to initiate the

service within some fixed period.

Article 2 (c). His Lordship

is prepared to accept your

proposal that the question of

broadcasting
